However, when invoking the tool from Active-HDL, the cable is not detected. How can I fix this? Solution: Xilinx iMPACT is a 64-bit only tool. In Active-HDL, you need to point to the 64-bit Xilinx ISE, otherwise the 32-bit version will open by default. Go to Tools | Preferences.
