Yes, the percentage of chip utilization, chip utilization for block RAM (BRAM), and chip utilization for DSP resources can be configured in Tools > Options > Partitioning. In this tab you can also set many different partitioning options (equal partitions, clock to output delay, BRAM usage for debug buffers, etc)
